Start
After completing The Mer In The High Castle, you can talk to The Skull located on a table in the Upgate Station. He desperately wants a bottle of fresh water and gives you an Empty Water Bottle which you should fill. From here, the quest can proceed in two ways depending on your choice:
- Fulfill the Skull's wish or
- Tell Subori about the Skull's request
Choice 1: Getting fresh water
The easiest way to get the water is to leave Lull-Mor through the Elevator station. Jump down from the Strange Shore platform and take a bath in the lake beneath Fort Neugrad. Now activate the Empty Water Bottle in your inventory, it will turn into a Filled Bottle. Fast travel back to the Strange Shore, enter Lull-Mor and give the Filled Bottle to The Skull.
He will be gracious and rewards you with a Refillable Bottle. It's a health potion that restores 150 points of health, when used, it leaves behind an Empty Bottle that can be refilled at any water source.
Choice 2: Telling Subori
If you instead tell Subori about the Skull's request, she will be furious about the "ungrateful lazy s'wit" and sends you to Medeliu Hammar in the Librarium to let him brew a Potion of Guilt.
Hammar needs two Snowberries, a Daedra Heart and an Old Pneuma to brew the potion (he says it's a mild poison). Note that at this point you can still decide to help the Skull instead.
Gather the required materials and give them to Hammar who will exchange them and the Empty Water Bottle for the Potion of Guilt. Go back to the Skull and give the Potion to him. He will drink it, immediately gets sick and spits toxic vomit at you.
After enduring that, speak with Subori who will be grateful for teaching The Skull a lesson and rewards you with the Lull-Mor Teleporter, an item which lets you teleport from everywhere (even from indoors) to the main square of Lull-Mor.
