Faction Crossbows is a mod for The Elder Scrolls V: Skyrim and The Elder Scrolls V: Skyrim Special Edition that adds crossbows to the following factions:

The author's explanation for the crossbows being spread across Skyrim amongst other factions is that they need the money to keep their finances going. They changed the design slightly for each faction that was interested in buying the design.
