Civil War Repairs is a compilation of Solitude Repaired, Windhelm Repaired and Whiterun Repaired Plus. These mods each undo the damage done to the city after the Civil War has ended. It won't stop the changes from appearing during the battle, but eternal fire, rubble, blockades and broken buildings will be restored when it is all over.
This is particularly useful for when one of the radiant quests of the Thieves' Guild leads the Dragonborn to Heimskr's house, for example. After the Battle for Whiterun, it'll remain inaccessible for the rest of the game. This mod fixes that.
Other than that, the mod has aesthetical value, given that some might not quite like the lack of repairs to the cities.
