Cato is an Imperial officer you meet once you've returned to Tamriel from Coldharbour. After you've finished the quest, Child of Oblivion, he will seal off the house as it is being investigated.

"We are investigating an incident related to this property. A family with a seat in the Council was brutally murdered along with all of their servants. The mansion is closed in the meantime.
