Altano is a Bosmer Vigilant of Stendarr who initially recruits you. He used to study under Jacob until he became an Elite member of the Vigilants.

Interactions

You can first encounter Altano in Windpeak Inn, Dawnstar. He will approach the player and offer a position as a Vigilant of Stendarr. This interaction automatically creates a quest in your journal.

If you accept he will lead to to Stuhn Ravine, which is an added location and the main base for the Vigilants of Stendarr. Once you're inside, he'll introduce you to the senior member, Thorondir.

Vigilant of Stendarr

"I like that look in your eyes... Would you like to join the Vigilants of Stendarr? You look like you could hold your own." Yes, I'd like to join you. "I'm glad to hear this. We'll be counting on you from now on. May Stendarr bless you. Follow me. I will guide you to the Temple of Stendarr." No, I'm not interested. "I see. I'll be here if you change your mind." Upon entering Stuhn Ravine for the first time: "This is the temple of Stendarr. One of our bases in Skyrim. You should greet Thorondir. He's the Keeper in this Temple." Tell me about this Temple. I will give you a short overview of it's facilities. The place we're standing in right now is the chapel of the temple. Here we speak our prayers to Stendarr. Downstairs is the library where books collected by our predecessors are kept. You should visit it when you have the time. To the right of the entrance is an alchemy laboratory. Upstairs is the restroom. On the second floor on the left is a dining room. Admittedly, the food there is not splendid, but it will satisfy your hunger. But let's finish the explanation here. But she summoned a powerful Daedra and they couldn't do much more then. And even worse, she summoned it in the middle of the inn and now it won't leave. We're fully occupied with chasing her, so I'm leaving the matter with the Daedra to you. Do you think you're up to it? Altano: Don't worry about it. That Daedra will regret being summoned. Jacob: Ha ha ha! That's reassuring. But still, be careful. By the way, about your partner... [to player] Altano mentioned your eyes in his letter, and it's true. As if Stendarr himself gazed at me... Notes

Unlike almost all other Vigilants, Altano does not register to a 'Detect Life' spell. He doesn't register to 'Detect Death', either, implying that he's not alive, dead or undead. Unfortunately, there's no-one in the mod you can discuss this finding with.
